Even if you consider the order (eg A Budapest Supports A Serbia -
Budapest)to succeed in standing off an enemy attack (self-dislodgement, of
course, fails) it will not work as Ser-Bud will cut the support.

And though there is no explicit rule about an attack such as the above being
completely invalid in the first place, look at it like this : If Bud s
Ser-Bud is okay, then Bud s Bud should count as a valid support too - not
just a hold.
