I think part of the difficulty is the direct hidden negotiations in
regular games work against a vibrant press output.
Also old rivals tend to lessen press as they know one another too
well. So I am thinking World War4 should be a gunboat style game in
the following way:
Everyone gets a handle which can not be used for Black Press. This
byline handle can only be used for direct unit proposals and UN
Proposals. MAX: 'If you move Mos to Sil I will move Mun to Sil.'=20
'MAX: Votes SAM, MAX,KEN for Emperor USoA.'
Other Bylines can be used for all other press and may be black, or white.=20
Is this what is referred to as Grey Press Rules? Thoughts? If at
least three of you sign up for World War4 I will title it 'The CAT23
Game Master Joust'
