Dias proposal and NMRs

Hi folks I am GMing a game right now, where there is a DIAS proposal on the table. Now one player, who has been good at getting his orders in on time, did not give me his builds for the last Fall move, which is odd, and I have not heard from him for a week. Whereas my House Rules say that an uncast vote counts agains the DIAS proposal, what happens if a player is NMRing? Does the game continue, and I get a replacement solely to take part in the vote? This is an odd one, for sure. The position itself is more-or-less locked up, strangely the NMRing player is in a reasonably good position, but I'd probably vote for the draw in his position.
