I have a soft spot for the cat, though I mostly am in the ACD now, so a 
couple of suggestions:

Work with Chris Babcock, who got the worldmasters.net domain and the shell 
of the old site from Ray, to add interest and functionality to the site.

Pump up the publicity by adding Cat23 to the Diplomacy Webring, and add a 
link to the web site and some explanatory material to your email signatures 
and/or the links pages of your personal dip pages.
