In Search of a New Russia, 1271

Folks,
  Our Russia has gone UA (the new AWOL, in military
terms.) We'd really like to move along with our game,
so we need someone to step up as our new Czar or
Czarina.
  Russia is a five center power, with three home
centers and two Turkish under its belt, in the Spring
of 1907.
  Any interested player should reply directly to me
with '1271' in the subject line. I'll provide a map,
my house rules, and the last adjudication to the first
person not on my personal black list (it's fairly
short, and you probably already know if you're on it.)
