Well you can create forums for free actually. Maybe not so super-cool 
but equally workable. 600 bucks, lol!

Check http://invisionfree.com/, for instance, they allow one free board 
per registered user (with some limitations but easy to work around 
them). I have my own on (laugh if you wish) Astrology. You can take a 
look: http://s10.invisionfree.com/AstroPunk_Community and see how it 
looks. By limiting uploading we have managed so far to have only some 1% 
of allowed bit transfer use, what actually guarantees that the board 
will be free for long. Most important is to limit image uploading, as 
images take the bulk of memory/bit transfer. For that you can use free 
image hosts as http://imageshack.us/. All them are paid by ads but the 
ads are not too intrusive anyhow.
