Cat-1262 needs a new Kaiser

Our German player, Jacob Traeger, is missing and we need a replacement. 
It's a challenging position: 3 centers in 1904 and but I would not say 
it's desperate... yet, but it's clear it requires of a daring 
diplomatist willing to reverse a dificult situation. Map is available at
