Where has the on-line play gone?

Are the declining numbers on CAT23 a result of a shift to another venue 
for on-line play?  Or declining interest generally.  My high school son 
played Diplomacy in school for the last week of AP Euro after the AP 
test was over.  Seems there might be a pool of interested youth out 
there.
