The Empire Rule
=============
If at least one Player among a group of players controls a Home Supply
Center they can unite their countries to form an EMPIRE!   
    1. The largest number of Home Supply Centers controlled by a
founding Player is determined. If only one Player has this number of
Home Supply Centers he is declared Emperor of the empire.
    2. If an Emperor can not be determined by Home Supply Centers then
the player with the most SC and at least one Home Supply Center
becomes Emperor.
    3. If an Emperor can still not be determined, then the UN using a
preference vote determines who the Emperor will be from the founding
Players in control of at least one Home Supply Center.
     
The Empire's name will be the Emperors Country name with Empire added
to the end of the Name. The Emperor's Home Supply Centers now become
the Empire's Home Supply Centers. All supply centers and Units owned
by a founding country now belong to the Empire.

    Ordering units within the Empire
    ================================
    1. Each player may send in a number of move orders equal to the
number of units in the Empire.
    A Player may send in; no orders, or order only some of the Empires
units, or send in multiple orders for one unit as long as condition 1
is not exceeded. The adjudicator will then process the orders in the
same way multiple Madman orders are processed. 
    2. The Emperor orders for Retreats, Builds and Removals will trump
any other orders received for the Empire.
    3. After the founding of the Empire the Emperor can allow any
other country at his discretion to join the Empire.
     
    Dissolving an Empire
    =================
    Not as easy as forming an Empire.  On the Summer turn a member of
an Empire can petition the UN to depose his Emperor. If at least 50%
of the possible UN votes before the fall turn are in favor of deposing
the Emperor, then in the Winter turn the empire is broken up into its
composing countries.  The players must be notified of the votes
outcome 24 hours before the fall deadline.
    
Empire Home SC now belong to their former country.  All other SC
revert to the neutral Power.  All units not on Home Supply Centers
become Neutral Units.  The Empire name after the Emperor's country's
name is removed and the composing countries exist once more.
