UN Assembly (binding) Votes not caused by a surprise attack must be proposed in the Summer season and voted upon in the Winter. The GM represents the Security Council and decides what motions are voted upon in the Winter unless more than 50% of the UN asks for this vote in the Summer Season. Voting A. The UN is comprised of all countries in the game. Each country has one vote and each vote has the same weight. B. If a Power controls all of another Countries home centers it gains that countries seat and vote in the UN. In the case of an Empire the Emperor casts that Country's vote unless that Country's player is a member of the empire. If a Player is a member of an empire he keeps his seat and vote at the UN. C. So long as the above condition (B) does not exist a player retains his seat and UN vote even if that player power has no units left. D. If only one vote is received by the Security Council (GM) the UN will not bring that resolution to a vote. Imposing Peace upon a Power at war!:-2 In the Summer peace for a power that has declared war upon more than one Power can be proposed by a Power not at war. If 50% of the UN membership + 1 votes are received for this proposal, peace will be imposed upon this Power and those it is at war with. Resolution enforcement:-2 The GM will enforce only the binding resolutions contained in these rules.
