Sorry about the indecent delay. RL is very nearly normal now, and should be 
able to chug along at a fair clip again.

The three-way draw proposal has failed.

There are a couple of retreats, one of which has several options. Unusually, 
there are no builds/disbands this time even if the displaced units retreat 
OTB, as the powers affected have no vacant home centres to build upon.
