Thanks for your input, Justin; I appreciate it. Actually, after this last NMR, and at such a crucial phase too, I have already put a note in my file on revieving house rules, to change the NMR rule to give me the choice to NMR or not. I realise that as GM I can more or less do what I want, but I do want to be consistent with the rules and with the players. So I had little choice this time.
But I do agree with you all the same. My house rules in future games will reflect this change of opinion; after all I do see each game as a learning experience, and my rules are being continually and dynamically refined by that experience - but only after the game :) We do have a provision for altering the Rules - if you'd like to propose that change, if any of you you think it's worth it at this stage, then by all means do that

Not that I am bitter or anything but I think that the NMR rule stinks as has been shown a few times in this game, sometimes admitedly to my benefit. I would appeal to the GM in future games to ammend the house rules to replace players that NMR and then conduct the move rather than resorting to civil disorder. It one thing when was is talking about 1 or 2 center powers (as I will shortly be and no offense to Germany) but to have a major player inactive at key points really distorts things. I hope Kurt is ok too but I think he has hasnt really been in this one since he took over for Matt.
