1198 Escalation Winter 1910 Brown Build

I'll build a fleet in Brest.

Also, stalemate lines appear to be set, White doesn't look like he's
going to stab Cyan or Green, and Yellow and I won't be stabbing each
other, so I'll vote YES for the 5-way draw.
