Dip 1047 NBR

Guys,
It is approximately 1 and a half hours from being 24 hours AFTER the deadline for builds for Dip 1047 1923.  I sent Rusty a message yesterday asking for moves and have, to this point, heard nothing from him.  First of all, Rusty has 1.5 hours before I will adjuticate it as an NBR per my 24 hour grace period (Scott, I'm assuming that you will send a broadcast to the effect that I am being too generous, and for future games I may GM, you are correct, but these are the rules I set way back when for this game so I am not willing to change them.  Apologies if I assumed incorrectly, but if my assumption is correct it is proactively noted ;-)

Regardless of whether Turkey NBRs, I would like to hear from Rusty by tomorrow, Friday, Feb 6th so that I know we still have a Turkish player.  My concern is that his wife is delivering her baby and that Rusty (understandably) is busy with Real Life.  If this is the case I hope all is well.  For Libby and Scott, the game is on hold until either 1) I hear from Rusty, or 2) I don't and then I must decide how to proceed.  Suggestions are welcomed, and (assuming again) I'm sure will be forthcoming.
