1. Finish DATC testing and Debugging.

Covoy Issues Fixed! 1971 rules used with added rule. 'Naval
Convoy Supports from Naval units can not be cut by convoyed
attacks!'  This eliminated all unsolvable paradoxes!
Problem! I hand to redo my logical adjudication engine this
means that some work arounds may now cause bad results!  I
am now for the third time going through all DATC six cases!

3. OutPut and E-Mail the final Winter Results, Game Stats
and End Statements.

4. Zip and sendout the Program!
