Thanks for this. A follow on question occurs to me. Given that the army men
taking apart the ships need to be on land, I assume that the same army men
can only re-assemble the ships on land, so that the destination province
must be a land one also ?

 

In the modern variant, would scuba gear be available, enabling source and
destination provinces that were at sea ?

A: Yes.

A: No.  A fleet must be landed to be portaged.  The army men who take the
ships apart cannot do so while swimming.  A fleet in the Black Sea is like
an Army in Munich.  Neither can be "convoyed".

 

Q: How about this?   Orders: F BUL - SER - ALB, A SER C F BUL - ALB

 

A: ALMOST Perfect (your fleet in Bulgaria has to be at BUL/EC or BUL/SC, of
course, not just BUL).  But yes; that fleet would be happy to be moved to
Albania in that fashion.
