That is correct; just like armies convoying need to start and end the move
on a coast, fleets being portaged must as well.  It is just as difficult to
reassemble a ship in the middle of the ocean as to disassemble it there
(actually, probably even more difficult).

Even in modern.  :-)  Although I hear they are working on riveting guns that
run off electric eels, so you never know what the future may bring.
