I don't know what you mean about submitting a name to join a given game.
When you join a game of, say, standard Diplomacy, you will play England, or
Austria, or Turkey, etc. You don't submit a name, you just JOIN the game,
and get assigned to play one of those Great Powers. Once the game begins
and you start talking to the other players, you can put on a persona however
you want (casting Inspector Clouseau as the leader of pre-WWI France, if you
want). But you never "submit a name" or anything.

Am I confused about what you're asking??
