Just to follow up on the answer provided by Joe, the variant rule itself (VASSAL_STATES) says nothing about the starting condition of the neutrals. In the initial concept that Joe pitched me, the neutrals begin the game with a unit, and the first turn is Spring 1901. A GM can certainly choose to have a game that uses the VASSAL_STATES rule begin this way. As the GM of the test game (which is still needing four more players -- please climb aboard!) I chose instead to mix in the MOBILIZE rule -- this means the board begins blank, and the first turn is Winter 1900, when each power (including the neutrals) will make one build.
