Normal interval * 1.5 (or 2)
So...30-40 minutes

You're basically running a chron job right now every 20 minutes?
What exactly would be the harm in automagically bumping up deadlines
after an outage to the original deadline + duration of outage, if
deadline occurred during outage, then limit new deadline to a maximum
of recovery time + normal move interval for that game.
