TIMING command problems

In Kalorama_02, with the following:
TIMING MOVE 59H DAYS SMTWTFS NEXT 11H WARN 24H,12H,3H AT 10:30 NOT 20101218-20101225 GRACE 12H

The last retreat deadline was set to 9am; I've manually changed it, but I'm confused as to how that's possible.
