Actually, no. This is not part of the game. This is meta-gaming. It is some idiot being deliberately disruptive because he thinks he's in a better position to determine whether 2 powers are duplicates or in collusion than the moderator. The GM was a little naive to make the blanket statement he did, but entering dummy orders in in a NoNMR game is obvious poor sportsmanship. It's petty, vindictive and there's no reason to allow it. The last time this happened in a game I moderated was 18 months ago. The players being accused of cheating had an extensive press history that revealed they profiled the accuser's playing style, predicted his strategy and negotiated an effective counter. I told him that there was significant evidence to counter-indicate his accusation. He said he'd finish the game under protest. I told him that wouldn't be necessary. He insisted. Shortly later he started with the accusations again. I booted from the game, banned him from the server and apologized to the players.
