League type games. WITH REAL RULES> Who wants to play.

I will run a league if needed but I wonder if one is already running with rules aginst quitters and makes it hard to rejoin if you do.  I am not talking one and out but lets make it a tool instead of an emergency.  Life and Diplomacy are hard, why make it easy on cheats and quitters?  What do I have to do to be a game master and is there already a league playing with what I said?
