Dummy CD handling

The wait is over! I've fixed a long standing problem that had games with dummies in them always wait until the deadline before processing. Provided the rule CD_DUMMIES is set, games will no longer be held up by uncontrolled dummies. Neither will they be listed among the powers that have no orders entered. If that's not the case, report to me, and I'll make sure that the wait is truly over. Mario. ------------------------------------
