Problems Re-Joining USDP

I am attempting to make a new account in USDP.  I am a veteran from many years ago (I remember conversations about the USDP judge with Manus Hand when he was still developing it in the late 1990s), and have not been on in many years.  

Here's my problem:  I have no idea what my password from way back when was.  I can't ask USDP what my password is because the address on file hasn't existed for 6 years.  So I have no choice but to make a brand new account (which I know is prohibited, but c'est la vie).  I have now attempted three times to make a new account, with no response from the judge.  "OK," I say to myself, "maybe I'm not going to get a response from starting a new account," so I try signing up for a game on USDP.  USDP fires right back in just a few seconds with 

Your e-mail address (xxxx) is
not registered with the DPPD, or your DPPD status does
not allow you to use the JOIN command.
