Game 'clausewitz' needs a new Austria

Sorry to keep flogging this particular horse, but 'clausewitz' - no-press 
youngstown payola - needs a new Austria this time round.
The previous player was dragging his feet for reasons known only to him and 
he finally dragged them too much, and was ejected for his troubles.

The game is at the W1904A phase and Austria has 5 SCs with 6 units, so a 
disband will be your first move. The position is workable - not the greatest 
of positions, but far from the worst on the board. All are welcome 
regardless of their payola-smarts. Since the game's been held up a fair bit 
through various players abandoning bad positions in fits of pique, a 
replacement here will be afforded national hero status.
