If CD_SUPPORTS rule is enabled and a country is in Civil Disorder, how does the system determine which country to issue a support order when there is more than country that needs supporting and only one unit capable of giving support to both countries. For Example, Country A has armies in MUN, BOH, VIE Country B has armies in BUR, TYR, TRI Country A goes in Civil Disorder. Does the system issue an order A BOH S MUN or A BOH S VIE? Random?
