Newbie Help - creating a game (need two additional people)

I am going to make a diplomacy game for the first time (my gf will 
be the GM, I don't think that will be a conflict of interest because 
she has no interest in the game whatsoever and I live with two of 
the players and we'd all have to sign off on something before she 
would make a change) and i wanted some help with a couple of items.

After much reading I haev decided to use the DP judge USDP because 
the people that are joining the game would prefer a web based 
interface.  

1. I've been told that a game basically GMs itself after initial 
setup.  Can I get further confirmation on that?  If I need a 
dedicated GM (my gf won't really do anything unless it's REALLY 
major) I'd like to know before I start the game

2. I have 5 players total and looking for two more.  If anyone would 
be interested in joining a newbie game feel free to msg me.
