Game 'chaos2' needs a replacement

Hi all.

Game 'chaos2', the highly anticipated sequel to 'chaos', finally got going 
recently but has already been hit with a drop-out by a rude player who 
signed up and didn't enter anything in his first builds. The position is 
Warsaw, which is nice and central to the action.
The game is absolutely at square one, so whoever takes over will be able to 
build and negotiate right from the beginning. If this sounds like an offer 
you can't refuse, just send in the TAKEOVER command to the Judge:
