In relation to the public games, the short answer is "yes, anyone and
everyone joins public games". The ones which are listed might just have been
created, in which case there'll be some time before the 7 players - or
however many the variant requires - sign up, but they will sign up at some
time and the game will begin.
Private games are a different kettle of fish. To start with, players tend to
know each other offline, which is a big no-no in public games, so a game
might be made up of schoolfriends or people who work in the same office or
whatever. Secondly, to join them you need to know the PrivacyWord, which you
can generally only get by knowing someone in the game to begin with.
