Multiple positions available

I have two powers available in SFT02 - Germany (8/8) and Russia 
(7/7).  Germany is the number two power on the board and I think he 
got caught up in his personal life (he's recently had a new baby).  
Russia experienced something similar.  He is the number three power on 
the board.

Both are in pretty strong positions.
