'chaos2' multiple positions for a stalled game

If anyone feels like stepping into the breach and helping 'chaos2' progress 
a little faster than it has been, please take over one of the following 
powers:

Ankara
Belgium
Berlin
Kiel

All are 1/1 at the start of 1902, so you'll have more than enough time to 
build an empire. The game has been plagued with drop-outs and judge 
glitches, so you'll be helping everyone out by joining up. The current 
positions are available because of a 3-way drop-out for lateness and then a 
resignation. All positions are viable this early in the game.
