Opening for a 17-SC Britain in Imperial

I have an opening for a moderately healthy British position in an 
Imperial game, "kiwi." All of the players have been very dedicated up 
until now, so the game has been moving pretty quickly. Unfortunately, 
Britain abandoned their position, and got stabbed during the turn they 
did not negotiate, so they are at 17/23.

However, it is only 1864, and so a friendly British player should be 
able to exploit the extremely multi-national British empire to its 
advantage. They still hold supply centers in Australia, India, North 
Africa, North America, and Europe. Additionally, a strong Russian 
alliance seems to have been around for some time, so despite the 
numbers, this position will be perfectly viable so long as someone who 
is actually playing takes it over.
