USDP game worldwide

Hello.  I noticed that game worldwide on USDP was waiting for a 
replacement player to take over China, and the last deadline listed on 
the game was 12 Sep 2006.  I thought I'd help the game get going again, 
so I emailed in the command:

takeover china@worldwide with my chosen password

to [email protected] but all I got was a return message saying that 
china could not be taken over.

Can anybody help with this?  Is this game just broken?  I was able to 
takeover a position in another game earlier, so I don't think it's a 
problem with my account.
