SCs going into the F1909M phase. The position's not all that great, but the 
game's a good one to join in. To take Italy over, send in

China and Japan in game 'clausewitz' (no-press Youngstown Payola) are 5/5 
and 4/4 respectively as the S1902M phase begins. Both positions are strong 
and the game is very young (no pun intended), so your options are wide open. 
The two players who previously held the positions were ejected for gunboat 
violations, so the remaining 8 will be more than happy to see your arrival.
