The rules state that the highest scoring player from each board will advance, so unless a board topper chooses not to continue, this is moot.  If, however, there is an opening...

A tied 1st, not advancing automatically due to tiebreakers, will have 24 position points.  This will mean that a pure 2nd finisher will need to have 9 more dots (since they have only 16 position points) to be assured of advancing ahead of the tied 1st.  Not likely, since the maximum number of points the sole 2nd will have is 32 (16 dots + 16), which means that if the tied 1st has at at least 9 dots (+24, for 33 total), then the tied 1st will advance.   If there were two tied 1sts at 14 dots, and two tied 1sts at 11 dots, the the two "14"s would advance.  I am presuming no proration due to temporary substitutions in these positions.
