Speaking as someone actually in the game (and who did not propose the end-vote), the end-of-game proposal makes perfect sense in the context of the game. Even though the game is only 6 turns old, I have literally hundreds of emails from this game to provide a broader context. I'm sure most other players do too, totaling over 1000 emails most likely. To think you understand the internals of the game by reading a call for an end vote is like looking at a still shot from a movie and saying you know the plot.
