Assuming the Russian player was keeping an eye to the leader board, he was correct in refusing the draw since the odds were his score would not be sufficient to advance. (The Italian should have been voting for the draw in my opinion.) One mistake the Russian made was in not moving to Berlin - that's what made the English force on Munich possible. It probably doesn't change the position significantly though.
