Steve is right.

His mail had lots of conditional and I confused the moves.
The fleet in Bla is not in Bla.  It is in Ank and the retreat is to Bul (SC)

The deadline to Fall 1908 is Monday, 13th Sept 2004, 23:00 (-3GMT).
