Hi all,

And so it begins... Congrats again to those who have made it this far
(unlike me who just kicked and screamed and sulked my way into the job).
Good luck to all and most importantly, have some fun.  Make it a final to
remember for all the right reasons.

Can everyone check in with me sometime this week, so I know for sure I've
got the right addresses (I have a couple already that I will reply to in a
little while).  If you submit prelims with that, all the better; remember
that anyone without orders in by the deadline in the first two move phases
will be replaced immediately and nobody wants that in the final round.

The first deadline is a little while away, owing to a holiday next week.
Wherever possible, I try to keep deadlines consistent and make sure that
it's a time that I can adjudicate very soon after the deadline - usually an
hour, if I haven't done it (or given a reason for the delay) within 4 hours
of the deadline then I've forgotten, feel free to remind me.

With that in mind, unless I explain otherwise, deadlines will usually be
Wednesday at 8pm GMT with retreats and adjustments following on the Thursda=
y
and (where necessary) Friday.

So, the S01M deadline will be Wednesday 17th November 2004 at 20:00 GMT.

Also bear the above in mind before you ask for a deadline delay.  At least
one player has a problem with weekend access and I'm not particularly keen
on commiting to Monday/Tuesday deadlines as a regular thing, so a couple of
days' delay may well mean a week.

Hopefully, there will not be a need for complaints :), but if there are any
then they should come to me in the first instance and then, if you're not
satisfied, on to Rudi van Hal (TD).  If necessary, he will take that on to
the Tournament Management Committee, of which I have been part but I will
stand down from that as of tonight.

To clarify my position on certain rules, as required under rule D.I(1):

D.II(2) Identification of Order Sets

I have set my email client to section off all mail with "WM02F" in the
subject (as we already seem to have some confusion aboput the name).  Thus
all mails marked as such will be accepted and noticed.  Any other mails
which clearly appear to be related to this game will almost certainly be
accepted but I accept no responsibility for mails lost in my various inboxe=
s
because you couldn't put an identifier in the subject.

Incorrectly marked orders will be accepted and the results will be correcte=
d
if a problem is identified after the adjudication but before a further
adjudication takes place, but this will cause delays and I hope this will
not happen often.

D.III(3) Multiple sets of orders

The last set of orders submitted before the adjudication takes place will b=
e
used. In the event a partial set of revised orders are submitted, the GM
will adjudicate using the most recently submitted order set, but will
examine previously submitted order sets in order to adjudicate with a full
set of orders consisting of the most recently submitted order for each unit=
.

(so if you change your mind and want a unit to hold, make sure you override
the old order)

D.VII(3) Orders After Deadline

Orders will not be accepted after the deadline.

I cannot emphasise enough: I am VERY strict on this rule.  Even if I don't
adjudicate until 4 hours after the deadline, I will not accept any orders
that arrived in my mailbox after the deadline.  There should be no excuse
for late orders.  Submit prelims wherever possible and for your own safety
use wmconfirm-1urT0Is/[email protected] for a fast, automated and datestamped confirmation.

(owing to the start of the WM04 tourney, access to this mailbox will now be
restricted to Ray Setzer, rather than Rudi van Hal, but it's easily checked
if necessary)

X(1) Acceptable Press

The GM, in the sole discretion of the GM, reserves the right to refuse to
publish a piece or pieces of press for any reason. In general, press
correctly identifying the author (white press), press to be published
anonymously (gray press), and press attributed to another person (black
press) will be accepted. The GM will publish all press in a section of the
adjudication separate from the orders of the individual players.

I like press, I will publish anything that you ask me to and will not insis=
t
on identifying the author.  In other words, I will follow a player's
instructions but if those instructions are unclear I will usually err on th=
e
side of caution and not publish the press because I like people to be
confident that they can talk to me about the goings on and not be repeated.

Remember, the more people tell me what's going on in the game, the more
flexible I can be when problems arise.  I'm only human, I'm sadly not
telepathic, I can only work with what you offer.  I will not comment on you=
r
commentary (private or press), any more than I'd comment on your orders, bu=
t
I still appreciate it.

Okay, that's the boring rules stuff out of the way.  Now let's get to it.
Feel free to ask me about anything that you're unclear on.  Problems are
better resolved now than later.
