WM02FINL Deadline Reminder etc

Ok, 21 hours to deadline.

I have a DIAS proposal to end the game with current SC counts.  So that
would be as follows:

Austria: 0
England: 7
France: 4
Germany: 2
Italy: 9
Russia: 12
Turkey: 0

Get votes in by the Spring 13 deadline, a lack of vote is a no vote, all the
usual jargon here, you know how to do these things.

Onto the discussions about speeding the game up.  A couple have suggested
that I accept orders marked as final and adjudicate as fast as possible.  I
won't do that, I've never liked any kind of flexible deadline and the rules
still state that a movement phase must be 72 hours and the
retreat/adjustments 24 hours.

However, I will speed the game up as much as humanly possible within those
boundaries, as that seems to be what everyone wants.  If anyone wants it
slowing down again, let me know and it will happen.
