Announce: SimGear-0.3.2

I have just released SimGear-0.3.2 (src) in anticipation of releasing
FlightGear-0.9.2 (src) in the next day or two.

SimGear is a set of LGPL'd open-source libraries designed to be used
as building blocks for assembling 3d simulations, games, and
visualization applications.
