Announce: SimGear-0.3.0

SimGear version 0.3.0 (source code release) is now available for
download from http://www.simgear.org.  This version is required for
building the the 0.9.0 release of FlightGear (not yet released.)

SimGear is a set of LGPL'd open-source libraries designed to be used
as building blocks for assembling 3d simulations, games, and
visualization applications.

Prerequisites:

  - You must have plib-1.6.0 (http://plib.sf.net) installed before
    building SimGear.  We recommend that you install the most recent
    "stable" release of plib.
