There is another thing; When I developed the the F-16 it was state of 
the art, among the best available aircraft. And then time passes, 
FlighGear evolves, new tools emerge, shaders get introduced and what was 
5 star back then would now barely made it to 1 star.

So chances are that aircraft with a too high rating for the current 
state of affairs just haven't been touched for  a while.
