Yes to both, once you have spent any time with AI you should understand some of the pitfalls and the review and understanding of what the code does is not an option. It should be understood by the author submitting it for review. The second part of this "We currently have maintainers review all code going into the repo" is even more imperative now. Same as Stuart, AI has enabled me to produce code much faster and some I likely wouldn't even attempt (due to time restraints). But that doesn't mean I didn't understand the code.
