I think it may be a problem, fgdata is packaged in linux distros, 
thereby providing an offline way to actually start and test flightgear 
with something nice at first.

Of course, there are workarounds. A minimal package having a few 
airplanes could be added instead etc... But that move is not innocuous 
out of the windows/osx contrived environments, it is not just some 
developer convenience issue!
