fgfs error on WinXP

Hello all,
 
I'm trying to run fgfs from the dos command line. I always get the same
response:
 
Base package check failed ... Found version [none] at: \FlightGear
Please upgrade to version 0.9.8
Hit a key to continue
 
 
I am running version 0.9.8 but for some reason, fgfs isn't seeing the
version file in c:\program files\FlightGear\data.
 
I've done some searching and found references to 2 types of things:
 
1) Setting an environment variable called FG_ROOT
2) Copying the contents of the data folder to the FlightGear level
 
What is exactly the cause of this problem and how do I get past it?
