In email encoded with the "quoted-printable" encoding, an "=3D" is the encoding for a "=" character, so the above would be "rows=0" as it appears in the raw message content. Quoted-printable is one of the, er, less well thought-out mechanisms for transmitting email through a 7 bit SMTP channel. Unsurprisingly, Outlook is famous for generating this stuff. Sane clients that care about 7 bit transport will simply send the mail in plain text if it is US-ASCII and in base64 if not. Mangling the document in place is a disaster.
