WGS84 offset

Hi all,
	I need to create scenery for australia but have found that there is a
problem in that all scenery is of by about 1km. Is there a way of
setting an offset  when the dem files are cut up and the layers are
produced.

PS I have gone thru the list and found that there is still no
explanation as to how you can use photo scenery. Can anyone help with a
step by step on just that part of scenery generation?
