Problem with Terragear Installation

Hai,
               I have problem in installing Terragear-0.9.5
I have installed
 1. Cygwin
 2. plib-1.8.3
 3. SimGear-0.3.7
 4. nurbs++-3.0.11 

  in Windows2000 and when I try to install TerraGear-0.9.5, It gives error as
 
Error-----------------------------------------start
 
checking build system type... i686-pc-cygwin
checking host system type... i686-pc-cygwin
checking for glib-config... no
checking for gts-config... no
Unable to find glib-config.
This program is needed to determine the compiler flags needed for
the glib library. Please make sure this linrary is installed and
the program is in the search path.
Please read README.gts for more details.
 
Error-----------------------------------------end
 
            So I have downloaded glib-2.4.0. There it gives error as pkg-config missing...
              How can I solve this problem?????
